I finally resorted to having an application property as some of you have suggested. Our application is running several instances, each for a dedicated tenant. The public URL string contains the base domain name and then the tenant name. So we have the general Properties file and then a tenant specific file. Putting a property directActionURLBase=xxx into each file seems the way to go and does not put too much of a hassle to maintain.
